Bintou is thirteen. The daughter of African immigrants, she doesn't go to school, doesn't listen to her elders, and doesn't wear panties. Instead, she roams the streets of the ghetto where she grew up, leading her gang of Wild Dogs and aggressively asserting her sexuality. In despair, her uncle devises a plan to break her rebellious spirit and save the family's reputation. But can Bintou really be tamed?
